      HCLSoftware Enhances Sovereign Strategy with Focus on IP Ownership

      September 15, 2025 - In response to growing global concerns around data sovereignty and regulatory compliance, HCLSoftware, a division of HCLTech, is deepening its commitment to sovereign technology through a strategic focus on intellectual property (IP) ownership.

      Chief Product Officer Kalyan Kumar outlined HCLSoftware’s approach, structured around three critical pillars: data sovereignty (where the data resides), people sovereignty (who operates the systems), and IP sovereignty (ownership and control of the underlying technology).

      Building Sovereign Capabilities with Proprietary IP

      HCLSoftware's portfolio of enterprise solutions—spanning collaboration tools, messaging systems, databases, application servers, and cybersecurity products—is entirely developed and owned internally. Many of these IPs are registered in India, supported by R&D centers in Bengaluru, Pune, and Noida, enabling the company to ensure localization and regulatory alignment.

      According to Kumar, this internal IP ownership allows HCL to craft jurisdiction-specific sovereign solutions. The company delivers tailored versions of its products to U.S. federal clients and partners with European and African governments to meet local sovereign cloud requirements.

      In India, HCLSoftware collaborates with government-approved cloud providers to certify and roll out solutions for sensitive applications.

      Customer flexibility is a cornerstone of this initiative. “The most significant aspect of our sovereign approach is ensuring customers have a choice—specifically, the ability to construct a technology stack that is diverse and nuanced,” Kumar noted.

      Flexible Deployment for Regulated Environments

      HCLSoftware's products are designed for versatile deployment, giving clients the option to choose between cloud-based services and on-premise installations. This adaptability supports organizations seeking more control over their IT environments.

      For instance, AppScan, HCL’s software security testing solution, is available both as a cloud service and an on-premise deployment. Likewise, the latest version of its collaboration suite, Domino 14.5, integrates email, calendar, meetings, and file sharing, all without relying on foreign cloud infrastructures.

      HCL's sovereignty-focused model is resonating with sectors such as government, defense, and finance, where data localization is often a non-negotiable requirement.

      Kumar acknowledged the gradual nature of this shift. “It’s a journey. Sovereignty will become increasingly prominent within public sector organizations and regulated institutions,” he stated, adding, “The path will be unique and distinct.”
